Regional Advisory Information and Network Systems (RAINS), in partnership with Norsaac, the University for Development Studies (UDS), and six Colleges of Education across Ghana, has officially launched the Quality Education for Change Project (QE4C), a bold three-year initiative designed to transform teaching and learning outcomes across the region.
Supported by AXIS of Denmark, QE4C Project will run from 2026 to 2028 and seeks to strengthen teacher preparation by integrating innovative, context-based learner-centered (CBLC) pedagogy into teacher training curricula. The goal is to equip trainee teachers with modern, practical, and inclusive approaches that improve classroom delivery and enhance learning outcomes for children.
A Strong Partnership for Education Transformation
The programme brings together leading institutions committed to improving education quality. Through collaboration between civil society, academia, and teacher training institutions, QE4C aims to create lasting, system-wide change in how teachers are trained and supported.
By embedding context-based and learner-centered methodologies into Colleges of Education, the project ensures that teaching reflects the realities of local communities while promoting active participation, creativity, and critical thinking among learners.
Official Launch Ceremony
QE4C was officially launched on Tuesday, 3 February 2026, during a colorful ceremony attended by key stakeholders including the Pro Vice Chancellor of UDS, faculty members from the Faculty of Education, civil society partners, and representatives from participating Colleges of Education.
In his address, the Pro Vice Chancellor of the University for Development Studies, Professor Elliot Haruna Alhassan, highlighted the urgent need to strengthen the education system and also raised concern about the increasing rate of drug abuse among students. He called on tutors and education leaders to champion advocacy and guidance to help students make healthy life choices alongside their academic development.
Driving Curriculum Innovation
Speaking at the launch, the Executive Director of RAINS, Mr. Hardi Tijani, emphasized that education must remain relevant to the realities of learners. He noted that while the current curriculum is context-based, there is still a need to better equip teachers to apply practical and innovative methodologies in schools.
He explained that QE4C will work closely with the Colleges of Education to mold teachers who can confidently adopt new approaches that make learning more engaging and effective. He emphasized that the project will also innovate and develop practical teaching methods that directly support learners’ needs.
Highlighting RAINS’ experience, he referenced the organization’s collaboration with St. Vincent College of Education, where school gardens were successfully used as hands-on learning spaces to improve teaching and learning in selected schools in the Savelugu Municipality. He encouraged participating colleges to fully embrace and enforce the new approaches under the QE4C Project.
Evidence-Driven Implementation
The Executive Director of Norsaac, Alhaji Mohammed Awal Alhassan, reaffirmed the partnership’s commitment to evidence-based programming. He noted that the implementation will be guided by research findings and results provided by UDS to ensure effectiveness and sustainability.
He expressed confidence that, in the near future, teachers will gladly adopt the model as they witness improvements in teaching quality and student learning outcomes.

Through the QE4C Project, RAINS and its partners envision classrooms where teachers are well prepared, learners are actively engaged, and education leads to meaningful change in communities. By investing in teacher preparation today, the project is laying a strong foundation for the future of children and schools in Ghana.
